Compliance Testing for Barbados Cruise Ship

The Client

Carnival Corporation, founded in 1972 is the world’s largest leisure travel company, operating a portfolio of leading cruise brands including P&O Cruises – with a global fleet visiting hundreds of destinations each year.

Safety and compliance are at the core of their operations, and so Carnival have strict requirements for all onboard Work at Height Systems to be routinely inspected, tested and maintained annually in accordance with the relevant British Standards.

Following the successful delivery of previous years annual inspections in 2024 and 2025 whilst the ship was docked in Tenerife, Heightsafe was once again appointed to carry out critical inspection and certification works, this time with an expanded scope for some remediation works.

The Brief

Carnival required Heightsafe to complete Compliance Testing of all onboard Systems including Safety Lines and Access Ladders, with some
small additional remedial works required to bring all systems up to the current compliance standards. 

The project presented logistical challenges; all works had to be carried out while the vessel was docked, with no works being carried out while at sea. The ships travel itinerary was strict, leaving no room for delays. Materials needed to be carefully coordinated and delivered in advance, to ensure works could proceed without interruption once the engineers were on board. 

The Solution

Drawing on previous experience delivering similar projects for Carnival Corporation, Heightsafe implemented a carefully planned and highly coordinated approach to ensure both testing and remedial works could be completed efficiently.

Unlike in previous years, where works were carried out solely in Tenerife, Heightsafe adapted its strategy to allow for the additional scope. Our engineers travelled to Barbados to meet the vessel earlier in its journey, enabling work to begin sooner and allowing more time to complete the required remediation before the ship reached its next destination.

This approach was made possible through detailed planning by our Contracts Manager, who coordinated the project schedule in line with the vessel’s itinerary. Materials and replacement components were arranged and shipped ahead of time, ensuring everything was in place prior to the engineers’ arrival. All work was then carefully scheduled around port stops, allowing the team to maximise productivity during the limited windows when the ship was docked.

The Outcome

By aligning logistics, personnel, and materials with the vessel’s movements, Heightsafe was able to deliver a seamless service despite the challenges of working across international locations and within tight operational constraints. All Work at Height systems onboard were successfully inspected, tested, and recertified in line with current regulations, ensuring full compliance across the vessel.

In addition, previously identified issues were resolved through targeted remedial works, with components repaired or replaced as required to meet safety standards. Completing both the testing and remediation within a single coordinated programme meant that the vessel remained fully operational, with no need for return visits or additional downtime.

Despite the challenges posed by international logistics, strict docking schedules, and an increased scope of work, the project was delivered on time and in full. The proactive approach of mobilising earlier in Barbados proved critical in providing the additional time needed, while maintaining efficiency and control throughout the project.
