According to the inspector who witnessed the incident, the three men did not have any safety gear, such as edge protection or special harnesses. They were replacing sky lights at the time, which is a particularly dangerous activity.

It was subsequently found that the work had been going on for three weeks before the individuals were spotted, meaning it was lucky that no accidents had occurred.

An HSE representative noted that falls from height are the biggest cause of workplace deaths in the UK.
