Mace is one of the UK’s leading construction, development, and consultancy firms, delivering complex projects across residential, commercial, and mixed-use sectors. Mace was appointed by developer Pegasi as main contractor to lead the transformation of Fresh Wharf (formerly St Magnus House), an 11-storey, 120,000 sq ft office building on Lower Thames Street, close to Tower Bridge and London Bridge.
The refurbishment, designed by Buckley Gray Yeoman, is repositioning the 1980s building as a net-zero-aligned riverside workplace, targeting BREEAM Outstanding, WELL Platinum, NABERS 4.5 Stars, and WiredScore Platinum accreditations. To support a project of this scale, coordinated across multiple roof levels, plant areas, and facade zones, Mace appointed Heightsafe to design and install a comprehensive package of fall protection and access systems.
Mace required a Work at Height solution covering a wide range of applications across a single, complex site – from perimeter edge protection and roof-level access to facade maintenance and suspended access equipment. With the building’s facade being substantially reworked as part of the wider retrofit, safe long-term access for cleaning and maintenance had to be designed in from the outset, alongside access for the roof levels and plant areas.
With multiple systems needed across different levels of the building, the brief called for a fully integrated design rather than a series of standalone installations, ensuring every system worked together and met current Work at Height Regulations – all while being installed around an active, occupied construction programme on a highly visible riverside site.

Following detailed site surveys, Heightsafe’s design team specified and installed an extensive array of systems across the development:
Each system was engineered to integrate with the building’s structure and roof build-up, with installation carried out by Heightsafe’s experienced engineers in accordance with current Work at Height Regulations and relevant BS EN standards.
The completed installation has given Mace Group a fully compliant, fully coordinated Work at Height solution across a complex, multi-system site. From facade access to plant-level maintenance, every area of the development is now covered by systems designed to work together rather than in isolation – supporting the long-term operation of one of the City of London’s most closely watched sustainability-led retrofits.
The systems are maintained through Heightsafe’s ongoing inspection and recertification programme within the Compliance department, giving Mace Group long-term confidence that maintenance and facade access can be carried out safely for years to come.
This project demonstrates Heightsafe’s ability to deliver large-scale, multi-system Work at Height solutions on complex commercial developments, combining technical coordination with full regulatory compliance.
